Dongying NewsOn August 4, the Municipal Conference on Leadership Team Transition at County and Township Levels was convened. Participants thoroughly studied and implemented Xi Jinping Thought on Party Building and the spirit of General Secretary Xi Jinping’s important instructions on leadership team transition-related work, earnestly implemented the decisions and arrangements of the CPC Central Committee and the work requirements of the CPC Shandong Provincial Committee, and made arrangements for the city’s leadership team transition at county and township levels.

Man Shengang, Secretary of the CPC Dongying Municipal Committee, attended and addressed the conference, and Yu Feng, Deputy Secretary of the CPC Dongying Municipal Committee and Secretary of the Political and Legal Affairs Commission, presided over the conference.

Man Shengang pointed out that delivering a sound leadership team transition constitutes an important test for firmly upholding the “Two Establishments” and resolutely safeguarding the “Two Upholds”. It serves as a vital guarantee for advancing the building of a high‑level modern strong city, a key measure to forge leading bodies and a contingent of officials capable of shouldering the tasks of the times, and an important practice for consolidating achievements in full and strict governance over the Party and continuously fostering a sound political ecosystem.

Man Shengang stressed that we shall establish a sound orientation for selecting and appointing personnel, put political criteria first, take a correct view of political achievements as an important yardstick, emphasize solid work, tangible outcomes and real effectiveness, and keep the bottom line of integrity and probity. We shall strive to optimize the composition of leading bodies and enhance their overall performance, strengthen the staffing of professional officials, make well‑rounded use of officials of all age groups, and build robust township‑level leading bodies. We shall enforce strict discipline and rules, step up education and warning, strengthen ideological guidance, conduct rigorous supervision and investigation, and ensure a sound and upright atmosphere throughout the entire transition process. We shall strengthen organizational leadership, enforce accountability, pursue well‑rounded planning, improve publicity and guidance, and ensure steady and orderly progress of the transition work.

Dou Jinbo, Member of the Standing Committee of the CPC Dongying Municipal Committee and Director of the Organization Department, made concrete arrangements for relevant work. He noted that we shall earnestly implement the decisions and arrangements of the CPC Central Committee as well as the work requirements of the CPC Shandong Provincial Committee and the CPC Dongying Municipal Committee, and accurately grasp and strictly enforce policies and provisions governing the leadership team transition. We shall do high‑quality work on key links of the leadership team transition, and solidly advance such work as reviewing political quality, conducting in‑depth assessment of officials’ view of political achievements, optimizing the composition of leading bodies, selecting NPC deputies and CPPCC members, and organizing congress elections, so as to select and appoint high‑calibre officials who are loyal to the Party, have moral integrity, and demonstrate a keen sense of responsibility.

The conference was convened via video link. Present at the conference included relevant municipal leaders, members of the municipal leading group on leadership team transition at county and township levels, principal leading officials from all counties and districts, municipal development zones and the Agricultural High‑tech Industrial Demonstration Area of the Yellow River Delta of Shandong Province, and members of the leading Party group of the Organization Department of the CPC Dongying Municipal Committee.
